Mission Statement
It is the mission of the APNA Administrative Council to facilitate collaboration and communication among psychiatric nurse administrators, to serve as a clinical resource in achieving shared goals, and to assist in the use of evidence-based practices and innovative systems for exceptional patient care.

Vision Statement
The APNA Administrative Council will serve as a network of psychiatric nurse administrators in providing support, clinical resources, and communications in order to build a vibrant coalition of leadership, guidance and partnership.

Goals

  1. To provide Psychiatric Nurses in a leadership position the opportunity to share: information, best practices and mentor one another.
  2. To provide the opportunity for leadership in Psychiatric Nursing to network and impact legislative and key practice issues in collaboration with other councils and APNA leadership.

Committee Activities:

  • Staffing Position Paper
    In collaboration with the RN-PMH Council and APNA experts, updated the Staffing Position Paper. Submitted final draft to Nick Croce and Board of Directors for approval.
  • Mentoring program
    Steering Committee members, in collaboration with APNA staff, are working on the development of a nurse mentoring program. Program will match mentors with mentees according to experience, qualifications, and preferences.
  • Monthly meetings continue to facilitate project planning, open discussion, and resource sharing.

Planned Activities, next 6 months:

  • Participation in the interactive panel at annual conference.
  • Continuation collaboration with mentoring program for implementation.
  • Recruitment of a replacement steering committee member.

Opportunities:

  • Facilitate discussion on safe, quality staffing at the annual conference.
  • Continue work on developing resources for nursing leaders (such as staffing tools).

Challenges:

  • Implement ways of engaging the expert panel.

ADVANCED PRACTICE RN COUNCIL

Mission Statement
The mission of the APNA APRN Council is to unify the voices of and advocate for Psychiatric-
Mental Health Advanced Practice Nurses regarding issues related to practice, education,
administration, and research.

Vision

  • Monitor and advocate for the care of the mentally ill in any setting, meeting the acuity of the patient with expertise of the care delivered.
  • Monitor and advocate for PMH-APRNs to remain active in care delivery and planning across the nation and beyond.
  • Monitor and advocate for education of future PMH-APRNs to insure that the needs of the mentally ill patient will be met by those educated to do so.

After over 1 year of research regarding legislative issues across the country, the first Legislative Update since 2006 was published, entitled Advance Practice Legislative Update: State of the States, 2010 in JAPNA, March/April 2011. Eleven APRN Council members were contributors to the article.

The APRN Council was asked to make and made numerous recommendations to the APNA board for various proposals affecting PMHAPRNs, including:

  • A SWOT analysis of Integrated care
  • The request for recommendations to SAMHSA involving the CMS proposal to cover, as a preventive service, screening and behavioral counseling interventions in primary care to reduce alcohol misuse
  • CMS proposed changes regarding outpatient psychiatric care, including the professionals who would be reimbursed to serve this population
  • CMS proposed changes regarding inpatient psychiatric care
  • Nominated a PMH-APRN for the ‘APNA APRN of the Year Award’
  • Questions reflecting PMHAPRN concerns as we move forward toward a uniform title of NP for advanced practice and as we explore DNP programs to comply with Consensus Model/LACE ideals, possibly becoming part of a “Guide for Prospective Advanced Psychiatric Nurses”

Much time and consideration were given to the APNA LACE Recommendations. Suggestions were offered to the Board regarding wording, which became incorporated into the document. A grid was developed to collect information from DNP and NP programs across the country-including certificate programs for APNs. This may be used by APNA at a later date.

Members of the Steering Committee monitored Member’s Bridge, especially the APNA Open Forum and APRN Council. Issues were brought to the Steering Committee Conference calls and at that time it was decided if action was needed to follow up on a recurring theme of the Bridge discussion.

Concerns that have been and are continuing to be addressed in the APRN Council include restraint of trade, broadening the scope of PMHAPRNs, assisting PMHAPRNs to be aware of licensure differences from state to state, and assisting PMHAPRNs as they make the professional transitions necessary to work within the Consensus Model and LACE Recommendations.

The APRN Steering Committee invited the Education Council to jointly present information in each of their Interactive Sessions about what PMHAPRNs need regarding the changes in nursing programs related to the Consensus Model and LACE Recommendations. This collaboration will hopefully lead to successful Interactive Sessions at the25th Annual APNA Conference in Anaheim.

CHILD AND ADOLESCENT COUNCIL

The APNA Child & Adolescent Council was created in late July of 2010. Membership on the APNA C & A Council and expert panel was finalized in October 2010. The C & A Council has accomplished the following:

  • 9/29/10 – S. Odegarden attended the Child & Adolescent Mental Health Experts Meeting in Washington, DC. The goal was to discuss the recommendations contained in the Employer’s Guide to Child & Adolescent Mental Health.
  • 9/2010 – ANA solicited feedback in preparation to cast ballot on patient Outcome Measures. APNA C & A Council provided input on C & A psych measures.
  • 10/2010 – First meeting of the C & A Council at the National Conference in Louisville, KY.
  • 10/2010 – Kathy Gaffney was determined to be the point person for future National Business Group meetings.
  • 1/18/11 – APNA Intercouncil task force conference call 3/3/11- APNA C & A conference call
  • 5/5/11 – APNA C & A conference call
  • 7/26/11 – APNA C & A conference call

Planned activities include:
Multiple presentations at the APNA National Conference in Anaheim, CA. including a APNA C & A Council Interactive Panel Presentation and C & A Council meeting which will be facilitated by V. Genung and E. Ellington. The member bridge has had rich discussion all year with a number of excellent articles posted by C & A Council members.

Challenges:
There is typically a short timeline or turnaround time for requests from C & A Council Member’s expert input.
Work schedules are demanding, which makes it difficult to schedule conference calls so unfortunately not all C & A Council members have been active on the Council or involved with conference calls.

What is going well:
Council members who have participated on conference calls are enthusiastic and anxious to share their time and expertise. There have been a number of collaborative projects that have taken place as a result of our council members getting to know one another. At least two presentations were accepted and will be presented at the National Conference!

EDUCATION COUNCIL

Mission
Provides expertise to advise the APNA board on matters relating to all aspects of education and psychiatric-mental health nursing. This Includes undergraduate, graduate, post graduate, continuing education and patient education.

Goals:

  • Assure that psychiatric mental health nursing undergraduate and graduate education receives proper attention and focus by APNA
  • Submit proposals to be reviewed for pre-conference and interactive panel sessions at the APNA Annual Conference
  • Identify and compile a database of current psychiatric mental health undergraduate and graduate education programs and a contact person for each
  • Report psychiatric-mental health nursing education issues to the APNA Board annually for dissemination to the membership
  • Make recommendations on issues referred to the council by the Board of Directors

Activities this year:

  • Each subcommittee continued work on their 2010-2012 strategic plans
    • UG/PL: new co-chairs worked with previous co-chairs to explore strategies for connecting with subcommittee membership. Foci of UG/PL strategic plan was to identify challenges for recruiting UG/PL students into PMH nursing and effective strategies for teaching PMH in clinical and classroom. Cochairs will explore possibilities for collecting stories of new graduates who went into PMH nursing as a way to publicize our specialty. Possible Member Bridge group will be developed for faculty interested in sharing teaching methods for PMH.
    • Graduate: Co-chairs have been gathering information through surveys and focus groups about graduate masters level and doctoral (DNP) level education questions in light of the new DNP programs across the country. Cochairs have also been developing materials to better educate/ train APPNs for the preceptor role, given the difficulty in finding good clinical preceptors and now preceptors who are also doctorally prepares. To explore and address common educational issues between the APRN council and Education council, Leslie Oleck, Co-chair of the APRN council met with the Steering Committee during the May 10 meeting. A possible joint Interactive Council Panel for 2011 APNA Conference was discussed and it was decided to have separated Interactive Panels this year and members of each council would attend both meetings. We will explore a joint panel at 2012 Conference. The graduate subcommittee will develop a FAQ sheet for the 2011 Conference with recommendations to guide students as they search for DNP programs that meet their needs. The APRN council and graduate subcommittee plan to survey graduate nursing programs in 2011-2012 to determine if they have a DNP program and the focus of their PMH program.
    • CEU: Co-chairs have been analyzing the data from the surveys sent to 3 APNA member groups: staff nurses, APRNs, and educators.
  • Completed a SWOT analysis for integrated PMH nursing. This discussion led to many questions: the need to integrate content across specialty areas vs maintaining a unique subspecialty course/clinical experience to highlight care of persons with mental illness; the differences between integrated and integrative care; possibilities for collaborative, interdisciplinary training vs the need to maintain specialty focus
  • APNA eLearning Center: We explored how the Education Council could work together with APNA to develop and disseminate education materials and how we could ensure that adequate and exemplary materials are developed and supported by APNA. Education Council members have offered to develop materials, review/evaluate educational materials, and developing possible educational mentoring program.
  • Developed an Education Council Interactive Panel for 2011 APNA Conference.

Plans for next year include:

  • Compile information about PMH graduate programs and those with DNP
  • Support the development of graduate clinical preceptor training materials that can be accessed through APNA website
  • Collaborate with other APNA councils to find common interests for collaboration, for example with APRN council as noted above, Recovery council for integrating recovery content into UG/PL and graduate curricula and CEU offerings, Research council for possible work on a response to educational focus manuscript in JAPNA
  • Development of processes and structure for contribution to E-Learning Center
  • Identification of CEU content based on survey results and strategies for developing and disseminating this content in CEU format
  • Continue to develop methods for connecting to APNA members who are interested in PMH education and want to share experiences and ideas

FORENSIC PSYCHIATRIC NURSES COUNCIL

Mission
Serves as a network and resource for APNA members who are working with victims, offenders, and their family members and to provide expertise to advise the APNA board on matters relating to all aspects of forensic psychiatric nursing, addressing mental health issues as they collide with the criminal justice system.

Goals

  • Advance the science of forensic nursing by translating and disseminating that science, and responding to practice issues of the subspecialty
  • Assure that forensic psychiatric mental health nursing receives proper attention and focus by APNA
  • Create a resource for forensic psychiatric nursing practice development and knowledge dissemination
  • Submit proposals to be reviewed for pre-conference and interactive panel sessions at the APNA Annual Conference
  • Represent the interests of forensic psychiatric nursing and our care recipients in public policy initiatives
  • Make recommendations on issues referred to the council by the Board of Directors

Committee Activities:

  • Opened the Expert Panel to the general membership and yielded 61 interested members
  • Conducted Interactive Panel at Annual Conference with 92 members in attendance and good evaluations
  • Held first meeting of Expert Panel at the Annual Conference
  • Council guest edited a special issue in the Journal of the American Psychiatric Nurses Association on “Advances in Psychiatric Forensic Nursing”
  • Provided resources on forensic psychiatric nursing on the council’s webpage

Planned activity over the next six months:

  • Will conduct an Interactive Panel at the Annual Conference
  • Will appoint new Co-Chair
  • Will review website for additional needed information to provide resources to APNA members
  • To develop strategy to provide mentorship to Expert Panel members who are interested in publishing or submitting grants

RECOVERY COUNCIL

Mission
The Recovery Council’s charge is to facilitate recovery activities for APNA by:

  • Coordinating with the Consumer Advisory Panel to gain perspective of consumers regarding APNA activities
  • Reviewing and evaluating the various activities related to recovery within APNA and to recommend actions on these programs to APNA BOD
  • Identifying needs and opportunities related to recovery concepts and to recommend to APNA BOD how APNA should become involved
  • Providing a framework for recovery activities within APNA that differentiates APNA activities/programs from the Recovery to Practice project

We are gathering names for an expert panel and steering committee. As of September 30th there were 70 submissions. We will be having a meeting at the annual conference.

Mission Statement
It is the mission of the APNA Research Council to facilitate collaboration and communication among psychiatric mental health nurse researchers by serving as a resource in achieving shared goals, and to facilitate the dissemination of research within psychiatric mental health nursing as well as the mental health field in general.

Accomplishments:
The Research Council Co-chairs (Linda Beeber, Jane Mahoney, Daryl Sharp and Danny Willis) had regular monthly telephone conference calls. We were able to accomplish these goals outlined in our 2011 Strategic Plan:

  • Coordinated the review and recommendation process for the APNF proposals. Nineteen proposals were reviewed and 4 were funded in May, 2011. Several issues arose within the Board during the final recommendation and decision process that were discussed in a conference call with the Council Chair (Beeber) and the APFF Board members. The discussion was rich and will help clarify the process for 2012. (Lisa Nguyen and Linda Beeber headed this initiative; Lisa’s terrific help made this quite manageable - thank you!)
  • Represented APNA at the NINR Research Roundtable in March, 2011. The Chair (Beeber) attended and submitted a report to the Roundtable on the APNA research activities. I met with Dr. Patricia Grady and discussed issues specific to the current and future funding of psychiatric nursing research through NINR.
  • Restructured the Research Council into three new levels: Council Co-Chairs, Steering Committee and Members; recruited members to these lists that are posted on the APNA website. (Daryl Sharp headed this initiative)
  • Launched a Research Community site for the Council. We plan to use this site for ongoing forums, linking researchers with shared interests, strategic planning and gathering input for requests from the APNA and APNF Boards. (Daryl Sharp headed this initiative with the help of Lisa Nguyen)
  • Planned an interactive panel for the 2011 conference that will focus on creating competitive proposals. This panel grew out of the requests of the 2010 interactive panel attendees. The Co-Chairs will copresent the workshop which will be active and hands-on. The last part of the panel will be a discussion among attendees of needs and directions for the Council for 2012. (Jane Mahoney headed this initiative)
  • Wrote and published a report in JAPNA on the publication in Contemporary Nurse in 2010 that described the establishment of the APNA Research Priorities (The “Breakfast Club” project in 2008). The report appears in the July/August, 2011 volume (volume 17, No. 4., p. 273). (Danny Willis headed this initiative)
  • Continued to work with Dr. Stein to generate clinical translation papers for JAPNA (2 published and one in progress for 2011; Linda Beeber headed this initiative)
  • Launched the APNA Research Hub project to nurture and support researchers within APNA. After reviewing all of the not-funded APNF applications, 10 applicants were invited to be part of the first Hub group. The invitees were offered a mentor matched to their specific needs, a special workshop held during the Anaheim conference in which they will receive enrichment and specialized help on their APNF proposals or current work, and ongoing connection through the Research Council Community. Four APNA members accepted the invitation, 3 of whom will attend the workshop. All have been matched with mentors who are APNA researchers. The planning for the special workshop is in progress. Evaluation of this first run will determine the future of the project. (Linda Beeber headed this initiative)

Plans:

  • Summarize the input from our discussions with Council members during and after the conference about member needs
  • Develop a strategic plan for 2012; continue key projects (JAPNA Translation project; coordination of the APNF proposal review and recommendations; interactive panels/workshops based on member needs, etc.
  • Hold regular discussions on issues of interest via the newly-launched Community site
  • Figure out how to involve our Steering Committee and Members in planning and implementing Council activities
  • Evaluate the Hub project & refine or revise it based on outcomes & feedback
