INSTITUTE FOR MENTAL HEALTH ADVOCACY

Vision
The Institute for Mental Health Advocacy will be the conduit for monitoring legislative, regulatory and policy matters affecting mental health. The Institute will work to inform PMHN nurses about these issues and help coordinate organizational response.

Accomplishments:

  • Reviewed requests for APNA’s endorsement on health policy issues/letters of support
    • House Mark-Up Letter to House LHHS Appropriations Committee – Request increased funding for Nursing Workforce Development, National Institute of Nursing Research (NINR) and Managed Health Clinics (NMHCs) (Nursing Community)
    • Continue funding for National Child Traumatic Stress Network (NCTSN) (American Psychological Association)
    • Opposing Path to Prosperity Legislation (Mental Health Liaison Group [MHLG])
    • Continue funding for National Child Traumatic Stress Network (NCTSN) (American Psychological Association)
    • Continue funding for National Child Traumatic Stress Network (NCTSN) (American Psychological Association)
    • Opposing Path to Prosperity Legislation (Mental Health Liaison Group [MHLG])
    • Support reauthorization of Garret Lee Smith Memorial Act Suicide Prevention Program (MHLG)
    • Support the Medicare Mental Health Modernization Act of 2011 (MHLG)
    • Opposing Repeal of Healthcare Reform Law (MHLG)
    • Support Regulations for Healthcare Reform (American Psychological Association)
    • Support SSA Disability Determination Proposed Rule - Revised Medical Criteria for Evaluation Mental Disorders (MHLG)
  • Created and expanded Expert Panel and increased involvement via Member Bridge
  • Compiled Institute feedback for APNA reports to:
    • CMS on Conditions of Participation for Mental Health Centers
    • American Nurses Association feedback to the Joint Commission on Primary Care Home Accreditation Programs
    • Participated in White House Informational Conference Calls
    • Reviewed and interacted with Institute membership, Co-Chairs, President, and Executive Director

Projected Activity (during next six months):

  • Institute for Mental Health Advocacy Interactive Session at APNA Annual Conference
  • Continue to expand Steering Committee and Expert Panel membership and involvement
  • Re-evaluate agency monitoring strategy
  • Update website links and interactivity regarding advocacy issues
  • Partner with other Institutes and Councils on advocacy issues
  • Continue to review and make recommendations for signing on to health policy issues and coordinating organizational response
  • Submit proposal to JAPNA for Mental Health Advocacy issue of the journal
  • Expand advocacy strategy resources available to membership
  • Continue to utilize Member Bridge, including Steering Committee, Expert Panel and All Purpose-Discussion Forum, as communication tool with membership

Opportunities and Challenges:

  • Maximizing agency monitoring
  • Actively engage membership in specific initiatives
  • Gathering input from broad representation of the overall membership
  • Informing the membership of key updates related to Mental Health Advocacy
  • Expanding membership involvement in Legislative, Policy and Regulatory activities

Institute Feedback for APNA Strategic Plan:

  1. Advocate for Medicare and Medicaid Reform
  2. Support initiatives where CNS/NPs will be viewed as equal independent partners in healthcare
  3. Engage in Prevention initiatives
  4. Educate surrounding the efficacy of mental health home care and the importance of maintain funding

Expand accessibility of treatment by advocating related to the following areas:

  • Mental Health Parity
  • Limited funding in Health and Human Services
  • Limited accessibility of outpatient mental health and substance abuse treatment
  • Advocate for the efficacy of mental health home care
  • Increase the presence, funding, and legislative initiatives to support advanced practice psychiatric nurses as leaders in mental health care and integrative care

Goals

  1. Develop a collaborative project with APA to develop a white paper and consider practice guidelines for chemical restraint. Consider involving NAPHS, in light of their prior involvement with APNA and APA on the document “Learning From Each Other”.
  2. Develop white papers that address special considerations for children and adolescents, older adults, individuals with frail or compromised health status, and the forensic population.
  3. Develop a white paper that describes the risk factors and special considerations required to avoid deaths associated with positional asphyxiation and excited delirium.
  4. Develop an accessible on line resource of best practice alternatives which incorporates the concepts of recovery and trauma informed care.
  5. Develop a standardized curriculum to train nurses to competently perform the one hour face to face assessment.

Highlights of the group’s activities in the last year:
Activity this past year has been limited. However, there have been several educational
programs added to the APNA eLearning Center:

  • A webinar “Key Elements of a Face to Face Assessment” was completed in the spring, 2011.
  • “Case studies and An Interactive Assessment Guide for Key Elements in the One Hour Face to Face Assessment” will be the next program to be added this fall.

The next year will call for the ISE to update the APN position statement and Standards of Practice for Seclusion Restraint. APNA will place a great focus on suicide reduction and the ISE will be tasked with this endeavor.
